In this case, they cannot learn crucial knowledge to be able to get a job with a high salary. Therefore, individuals from the countryside also need to expand their knowledge in order to compete with others.
Another prominent measure which governments should take is to create job opportunities. People mainly migrate from underdeveloped countries to developed ones or from rural areas to crowded cities because obtaining a job is likely easier in cities. As a result, to be able to reduce poverty, governments provide help not only for people who live in cities by establishing factories and businesses, but also provide help for farmers and animal breeders by encouraging investments, giving incentives and subsidies.
