I am practicing with Cambridge IELTS practice books, and I have noticed that even though a speaker says an article, the provided answers at the back of the books sometimes are without articles (not even as an optional addition). For sure, I check the conditions to see if the number of words I can write is not less than the number of words in the answer I give.

Now I am totally confused about how to understand when to write an article and when to not write it, even if a speaker says it..

As mentioned in the previous answer always double-check the sentence. Despite it being the listening test we have to follow the written grammar rules to ensure the sentence remains error-free. It's unlikely that any sentence would be OK without an article if an article is required.
